HR.com's 2026 Hot Topics Survey reveals a significant transformation in human resources priorities, with Artificial Intelligence emerging as the top concern for 36% of HR professionals. This marks the first time AI has reached the number one position, moving up from third place in 2025, ninth in 2024, and twenty-second in 2023. The data indicates that the experimental phase of AI in HR has concluded, with organizations now focusing on full-scale implementation, automation of administrative tasks, and data-driven decision making.
The survey shows AI usage placing well above the second-ranked issue, Leadership Development, at 27%. This shift comes as organizations seek to scale productivity not only within HR departments but across the entire workforce. Debbie McGrath, CEO of HR.com, emphasized that HR can no longer afford to backburner AI implementation, noting that it affects virtually every HR function and will transform how white-collar work is performed throughout organizations.
Performance Management has seen a substantial increase in priority, rising to the third spot at 26%, up from sixth place in 2025. This growth reflects growing dissatisfaction with legacy review systems and a movement toward real-time feedback loops enhanced by AI technologies. Meanwhile, Employee Retention has stabilized at the fifth position with 24% of respondents citing it as a critical issue, down significantly from its peak of 63% during the 2022 "Great Resignation" period.
Legal and compliance issues have risen to sixth place at 22%, likely driven by new regulations surrounding AI ethics, data privacy, and changing labor laws under a new US administration and global regulatory frameworks. The survey data suggests HR professionals are increasingly being asked to serve as "Human-Technology Integration Specialists" alongside their traditional roles, with software replacement and automation tools demonstrating clear return on investment becoming key purchasing considerations.
