Hong Kong Science and Technology Parks Corporation (HKSTP) signed three memoranda of understanding (MoUs) during FinTech Week x StartmeupHK Festival 2026, held from 2 to 3 November, marking a concerted push to connect the city's innovation and technology ecosystem with global markets through payments, positioning, and platforms. The agreements, announced at the HKSTP Pavilion alongside a showcase by 20 tech ventures, signal a deepening of cross-sector collaboration aimed at accelerating fintech development in Hong Kong and extending the reach of local start-ups.
The most prominent MoU is a strategic partnership between HKSTP and Visa, the global digital payments leader, focusing on three areas: AI-enabled and agentic commerce, digital payment adoption and use cases, and engagement initiatives. By expanding combined networks in the banking, financial services, and insurance sector and the I&T community, the partnership is expected to bring the public-private community closer and speed up fintech innovation. Terry Wong, CEO of HKSTP, said collaboration across industries and sectors has always been central to what the organisation advocates, describing the signing as a testament to its expanding network supporting tech venture growth and a reflection of its commitment to advancing the city's I&T landscape. Paulina Leong, General Manager of Visa Hong Kong and Macau, noted that HKSTP has built a vibrant ecosystem that gives start-ups the environment to innovate and grow, adding that Visa can bring its global network, technology, and expertise to help innovators turn promising ideas into trusted, real-world solutions and scale them to markets around the world.
Two additional MoUs were signed between park companies and industry players. Fill Easy and AIR by Animoca Brands, a known fintech entity, will pursue qualification for trust service provider status under the EU's eIDAS 2.0 framework, a move that could position the companies to offer compliant digital identity and trust services in European markets. Separately, AIVI Technologies and CASH Group are launching AI-powered thematic index solutions on the trading platform Quantphemes, with the CASH Quant Finance Lab operated within the ecosystem. These agreements underscore the breadth of Hong Kong's fintech ambitions, from digital payments and AI-driven commerce to cross-border trust services and quantitative finance.
The implications extend beyond the individual deals. The MoUs reflect a coordinated effort to link Hong Kong's start-ups with global players, potentially lowering barriers to entry for local ventures seeking international expansion. The partnership with Visa, in particular, could accelerate the adoption of digital payments and AI-enabled commerce in the BFSI sector, creating new use cases and engagement opportunities. The eIDAS 2.0 pursuit signals an intent to meet European regulatory standards, which could open doors for Hong Kong-based trust service providers. Meanwhile, the AI-powered index solutions point to growing convergence between fintech and asset management.
Beyond the signings, panel discussions across industries during the two-day event drew attention to the trajectory of fintech development and AI and DeepTech applications, with industry leaders, ecosystem partners, and policymakers exchanging insights. The 20 park companies illustrating the city's capabilities through showcases, business matching, and collaboration opportunities further solidified Hong Kong's pivotal role as a connector of sectors and markets.
